Memo in Elkins Police Dept

Lawyers with the American Civil Liberties Union want to take a closer look at an interoffice memo within the Elkins Police Department. The alleged policy appears to be in conflict with the Fourth Amendment of the U.S. Constitution, which protects against illegal searches. The ACLU claims the policy encourages officers to stop and question anyone who might look suspicious if carrying a backpack or wearing a hoodie.
