Gianato says superiors didn’t fully understand FEMA penalites

Former West Virginia Homeland Security and Emergency Management director Jimmy Gianato testified before lawmakers about a letter from federal officials penalizing his agency. FEMA penalized the state and put it on a slower reimbursement plan in 2016. Gianato says his superiors were aware of the manual reimbursement policy, but there was never a formal briefing after receiving the letter.
