One Brother Dies, Charges Against the Other Upgraded

The man shot by his brother Friday in Chapmanville has died, and the brother is now charged with first-degree murder. 62-year old Billy Joe Kinney had the charges upgraded after his brother Charles died. Charles Kinney was shot in the leg after an argument.
