Governor Makes Changes to RISE Program
Gov. Jim Justice Monday addressed problems with RISE West Virginia, saying he temporarily halted the flood recovery program after discovering a contract change order for $17 million that had not been formally signed off on, and he has appointed state Adjutant Gen. James Hoyer to get the program running smoothly again. The governor said the uncovering of the change order will now save the state millions. Some jobs in the program will change hands, and the program will have more oversight. RISE was created after the 2016 flood to aid low-income West Virginians needing help with repair, replacement or reconstruction of their homes.
