Body is Identified as Escaped Suspect

A body found on Saturday in the Kanawha River has been identified. Sgt. B-D Humphreys with the sheriff’s office says the body was found near Riverwalk Plaza in South Charleston. After an autopsy, detectives learned it was 43-year old Howard Stiltner, who escaped custody from South Charleston Police Department Officers on Thursday, August 3rd. He had been arrested for obstructing an officer, but fled on foot from the patrol car while walking into the police department to be booked. He was still in handcuffs when he was found. The investigation is ongoing.
