Governor Justice proposing a pay raise

Governor Jim Justice says his proposed 1-percent pay raise for state employees will apply to everyone on the payroll. The Governor says over 40-percent of state employees are paid through the general fund accounts, and the rest are paid through special revenue or other accounts. Justice says the intent of the legislation is to give all state employees a raise.
