Panhandling ordinance concerns ACLU

The American Civil Liberties Union of West Virginia is weighing in on Charleston’s proposed panhandling ordinance. The ordinance would make it illegal to ask for money, ban solicitation is high traffic areas and outlaw panhandling around schools and restaurants. The ACLU is concerned that the ordinance criminalizes homelessness.
